Mansfield ISD Board to Consider Two Personnel Actions July 28

The agenda lists separate teacher-contract matters, but it does not explain the circumstances or say the items involve the same person.

Published 1 minute read

Mansfield ISD trustees are scheduled to consider two separate personnel matters July 28: the proposed nonrenewal of an unidentified teacher’s term contract and possible action on terminating Joseph David Carden Moseley’s employment. No vote has occurred.

The regular board meeting is scheduled for 6 p.m. at the Dr. Jim Vaszauskas Center for the Performing Arts, 1110 W. Debbie Lane in Mansfield. The items appear on the district’s public meeting agenda.

What the agenda discloses

The nonrenewal item does not identify the teacher. The agenda separately names Moseley and cites Texas Education Code Section 21.0031 in connection with the possible employment action.

The agenda does not say which statutory condition applies to Moseley, explain the underlying circumstances or indicate that the two items involve the same person.

What the cited state law permits

Section 21.0031 provides that an educator contract can be void for specified certification or background-check compliance failures. It describes termination, suspension and limited retention options.

The law also provides protections for certain employees pursuing a timely certificate renewal or extension. Those are general statutory provisions; the public agenda does not disclose which condition is at issue in Moseley’s case.
