Garland records detail $4.6 million Hinton Landfill overhaul

State and Garland records detail the budget, construction schedule, added space and workplace upgrades planned at the C.M. Hinton Landfill.

Two public records put Garland’s planned overhaul of the C.M. Hinton Landfill administration building at roughly $4.4 million to $4.6 million, with construction expected to extend into 2027.

A Texas Department of Licensing and Regulation filing registers $4.4 million in publicly funded work at 3175 Elm Grove Road in Rowlett. The project covers 7,475 square feet of interior renovation and a 5,600-square-foot addition.

The state filing lists an anticipated construction period of Aug. 14, 2026, through Aug. 17, 2027.

What Garland’s capital plan adds

Garland’s 2026 capital plan lists a $4.6 million total project cost, including $2.369 million in spending during 2026. It places estimated completion in the fourth quarter of 2027.

The two records use different budget figures: $4.4 million in the state registration and $4.6 million in the city plan.

The city plan says the remodel is intended to improve sanitation, safety and functionality. Listed work includes mechanical systems, restrooms, locker and break rooms, conference space, an emergency safety shower and shop improvements.

The records describe the building work but do not announce any disruption for landfill customers.
